Loophole in proposed pokie trials

The clubs sector says mandatory pre-commitment or even a trial in the ACT would never work because players issued with a card could still opt for a no limit option.
The Federal Government has admitted the loophole along with the fact its unlikely clubs in Queanbeyan would take part in a trial unless the powerful NSW lobby backs down.
